Ascension Council and President

Ascension’s Parish Council adopted five ordinances on Thursday during one of the least contentious (is it a coincidence that two Prairieville members who happen to be lawyers were absent) meetings in a while.  Among the newly-codified ordinances is an update to the parish’s “Pay Classification Plan to add positions and to revise labor grade for Human Resources Director” while adding ten new positions.

The HR Director’s new salary range, with a corresponding labor grade of 133 (as high as any position included in the current plan), is $104-147,000 (rounding up).  Two more new positions, Director-Health & Community Development who will…

Identify and build relationships with a cadre of collaborative partners to ensure better health and wellness outcomes for the citizens of Ascension Parish.  Public Private Partnerships will be created to impact community health and wellness through early childhood education, school health clinics, integrated public/community and behavioral health services, and track overall health and wellness through key metrics and the Community Health Needs Assessment which is conducted every three years.

The executive level position is responsible for planning, development, and administering broad Parish policies and procedural improvements throughout all related departments.

and Drainage Engineer 3, also come with the lofty labor grade and salary range.  If you’ve correctly inferred that two more Drainage Engineer positions have been added (1 & 2), you might be curious about their respective pay ranges.

  • Drainage Engineer 1: $63-90,000;
  • Drainage Engineer 2: $74-110,000.

The first is an entry level job, requiring a “Bachelor’s degree in engineering. Two years professional experience involved in drainage, floodplain management, stormwater management, or similar fields” (higher level may require PE).  NOTE: There is also a requirement that the applicant possess a valid Louisiana Driver’s License.

Drainage Engineer 2 requires the bachelor’s degree in engineering (civil or structural preferred), plus “six years professional engineering experience involved in drainage, floodplain management, stormwater management, or similar fields.”  The top drainage engineering slot requires the same degree with “10+ years of experience in roadway, drainage, water and sewer design and construction” (not stormwater though a separate Stormwater Management ordinance was adopted on Thursday that references the director responsible for oversight).

NOTE:  Lest we forget, there is going to be a national search to find East Ascension’s first Drainage Director after four months of haggling over whether President Clint Cointment was going to retain his authority…

Then there is the Director of Performance Accountability Data Analytics which comes with a 128 labor grade and salary range of $81-115,000. What does the (let’s call it) DPADA do?  Job Summary, in its entirety:

Responsible for data and analytics vision, strategy, and operations for Ascension Parish Government.

CAUTIONARY NOTE: Sounds great on its face but these are the type of guys who ruined Major League Baseball for many of us.

Among the “Essential Job Functions” are:

  • Participates in strategy development and provides the data science to support administration data driven decisions;
  • Develop measurable performance matrices using objective data tracking for departments;
  • Coordinate and implement software system integrations and automations departments;
  • Development and oversite of analytics tools and models that guide Parish Departments daily workflows…

There’s a lot more, but you get the picture.  The DPADA will also be responsible for supervising three Data Analyst positions:

  • I ($45-64,000)
  • II ($50-70,000)
  • III ($60-85,000)

which were added, with nearly identical job summaries:

The data analyst will assist the Director of Technology and Systems Administrator in retrieving, organizing, analyzing, and reporting on data important to the administration in order to make critical decisions, identify production problems, optimize efficiencies, display/prioritize resources, and streamline logistics and processes of Ascension Parish Government.

Then there’s Ascension’s Minister of Propaganda, er, Community Outreach Coordinator.  With a salary range of $60-85,000, the position “oversees the planning and implementation of outreach strategies…

This individual is primarily responsible for connecting people in the broader community with Parish Government by cultivating relationships and building trust with residents, businesses, and other relevant organizations.  The Community Outreach Coordinator maintains all community outreach activities and serves to develop and implement initiatives that showcase Parish Government and build trust with the community.”

Sorta does sound like a Minister of Propaganda.  If “building trust with residents” really is the goal, there are better ways than this.  Start with NOT doing…
